Washington-DC based historian, specializing in cultural plunder in Axis-controlled Europe and postwar restitution efforts with special emphasis on the response of the international art market to Nazi cultural plunder, the Aryanization of the art world, and the postwar discourses on restitution of looted art.  Chair of a working group on Nazi confiscated and looted cultural assets at the European Shoah Legacy Institute (ESLI) in Prague, Czech Republic; project director of the Database of Art Objects at the Jeu de Paume, 1940-1945; co-founder of the Holocaust Art Restitution Project (HARP)
